Dear Students:

What do you think is happening in this situation? What is the officer and the young person talking about?

Is the young man a suspect? Is this a detention or arrest? If this picture was posted on social media today, what do you think the public would assume?

What we are all witnessing and living through today in the wake of the incident involving George Floyd and the many others like him is not unlike the unrest of the 1960's during the African American civil rights movement. The attitudes and perceptions about racism haven't changed much from almost 60 years ago. Calls for systematic change extend well beyond the walls of law enforcement, but the dramatic lack of trust and faith in police is deeply troubling.

This course is all about progressive policing in the 21st century. We will be considering many aspects of leadership and approaches to law enforcement that will be necessary to bring about much needed change. In fact, in the fall of 2020, Assembly Bill 846 was signed into law codifying the legislature's intent that law enforcement in California no longer function as a reactive paramilitary organization and instead use intelligence-leg strategies focused on community problem solving - community policing - and that is what this class is all about.

Upon completion of this course, you should be able to:

Analyze the history of community policing in the contexts of race and class.
Explain the intersection of police, leadership, and community organizational models in the traditional and progressive policing eras.
Examine how both crime and fear inform progressive policing.
Describe the evolution of progressive policing techniques, their implementation and efficacy.

Who Is This Course For?

This course is ideal for anyone pursuing a career in the criminal justice field. It is required for both Administration of Justice Degrees and the Administration of Justice Certificate.

Where And When Does This Class Meet?

This class will meet entirely online and there are no in-person class meetings on campus. The class is not self-paced and will require you to fully participate every week throughout the semester. You can expect to spend 9 or more hours each week reading, writing, and completing assignments. During the first week of class, you will complete a course orientation that will help you get familiar with Canvas and the organization of the course. There will be a time management activity that you will complete designed to help you consider the investment of time you will need to make for success in this class.

I will provide an optional online orientation via Zoom at the date and time noted above. I strongly encourage you to participate in order to learn more about the class and how to navigate the course in Canvas.

Required Textbook

All of the textbook and reading material is provided via links in this course at zero cost to students. There are no required textbooks to purchase.

This Canvas course website will support all aspects of the class. It is essential that you log-in to the course website at least twice weekly and complete the assigned work. All course work must be submitted through Canvas. You can also access all parts of this website using a mobile device such as an iPad, iPhone, or Android device. Canvas also has a free mobile app that works on Apple and Android products. Just search it out in the appropriate app store.

If you are new to learning online, I highly recommend that you review the Online Student Readiness Tutorial for information about how learning online is different from other experiences you may have had in the classroom and how t o best manage your time.

Finally, I highly recommend that you set your Notifications in Canvas to forward Announcements and Inbox messages, or "Conversations," to your email and/or as a text message. This will enable you to get a notification immediately when I post a new Announcement or send you a message via the Inbox.
